From the article in the op:
Guzman now faces the prospect of extradition to the United States. After coming under fire for failing to do so the last time, Mexico's Attorney General's office said in July it had approved an order to extradite him north of the border.
An official at the attorney general's office, speaking on condition of anonymity, said his extradition would "take time".
Guzman is wanted by U.S. authorities for various criminal charges including cocaine smuggling and money laundering.

I was impressed by his miraculous escape. Too bad he couldn't figure out how to leave Mexico, with all his money. Maybe if he had made it to Venezuela...

He could have disappeared if he could handle being a nobody......but he doesn't want to be a nobody. His own arrogance has brought him down. He wanted to be on his home turf surrounded by friends and family where he could be a big fish in a small pond. With the modern technology now (e.g. cell phone tracing) you can't hide in the open like Escobar and Gacha did 20 years ago.

Guzman has built up relationships with numerous politicians over the years and extradition to the US with an offer of a lighter sentence if he sings is why the Mexican government are stalling. He escaped 3 weeks after the US asked for him.

Apparently he wanted to make a biopic of his life, charting rise from rags to riches and contacted producers and actors - that's how they caught him. He definitely didn't want to be a nobody, he had ideas of his own series like Narcos.

Guzman recapture will not solve Mexico ills.
While President Enrique Pena Nieto's administration has basked in the triumph of returning Guzman to prison, critics and analysts are reminding him that the arrest will not fix the country's security and corruption problems.
Nobody - not even government officials - believes that drug trafficking will suddenly come to a halt, or that Guzman's powerful Sinaloa drug cartel will abruptly fall apart. -
