will be out in a few years, if not 6 months. criminals know, jail time is greatly reduced in sentencing.

Part of the problem is that they don't have any space left in the prisons because they are so crowded. I know a family that owns a large tract of land a government in Colombia wanted to buy to build a prison. The land is worth 2X and that is what they wanted to sell the land for, the government refused-they wanted to pay 3X, the additional 1X was to bribe about 40 different officials who all thought they should get more than the others. Needless to say the deal has never gotten done.

Different story, but with the two week ban here in Rionegro riding double on a motorcycle until after the holidays. But my wife have observed the continuing practice and not a policeman to be found anywhere to enforce the ban.
