All legal, economic and technical principles were agreed to begin the studies that will determine the exact value of the construction in four phases, the mass transit system Aeromovel in the municipality of Rionegro. Initial estimates suggest it could cost between $280 and $320 million.
According to José Andrés Pinzón Mejía, Aeromovel representative in Colombia, is expected in mid-March 2017 all studies are ready, to start work between August and October of the same year.
"Once 'put the first stone', the construction of Phase 1 of Aeromovel in Rionegro take 12 months," said Pinzon Mejia.
First institutionalize

It is better in that the public space it occupies is minimal and therefore no need to make any land management or invest a single penny in purchasing lots or properties. A project that would cost a maximum of $320 million dollars, $45 million we already have, which is the initial capital, "said Rendón Cardona.
Metros Act
In Colombia there is the Law 310 of 1996, known as the 'law of metros', a commitment of the Nation to co-finance with capital contributions in cash or in kind, to local governments or regional that will build mass transit systems .
In this sense, the mayor of Rionegro has every right to demand financial support from the national government to develop this project; however, he thinks not.
"We will not ask anything. If later, another mayor wants to invoke or make use of the law of metros, very well. Why do we not? Because we have run our four years and I assure you they have not done the first Conpes (budget) to enable resources; so he decided not to use that right, "he said.
Skepticism
Finally, the mayor of Rionegro rionegreros understands that many are skeptical or doubt the development of this transport project.
"People take it very well, although with some skepticism. Colombians have ‘mamado tanto gallo’ ('sucked so much rooster') with large infrastructure projects, it is natural that do not believe in such things. We will deliver this to the public and to the region. Solve the problem of mobility, long-term vision and sustainability, " said the mayor.

In Medellín Metro's long term plan is a connection to the airport so evidently these two transport systems would be connected if Rionegro's transport plans ever happen.
Lot's of luck getting any money from the Colombian federal government - money will go first to the Bogotá white elephant metro project -- Bogotá has been planning a metro for years with money likely going into politician pockets. Medellín tried to get money for its new metro tram line that opened late last year but they had to self fund it.
