Funny..sounds like same obstructionism and road blocks from environmentalists , governments, indigenous tribes and special interest groups as in Canada..
But at least Canadas production wont be dropping for a few years, as a bunch of large oilsands projects starter 3 or 4 years ago will be coming on stream in the next 2 years.
The story in latin America is the same, in Colombia, Venezuela, Brazil, and a lesser extent Ecuador annd Mexico. Declining production due to basically..zero drilling..at these low prices, with political instability

Their mediocre work ethic--17 bank holidays a year----3 weeks off for Christmas--1 week off for Easter--other days off-- Carnival lifestyle all year--and most importantly---multiculturalism --- which precludes one for all--and all for one--- which is why they are all 3rd world countries----

That's why tourism in Colombia will never be significant, every time a hotel is planned there are a dozen groups lining the roads with their "requirements" usually money.

As Oz, Suba Waterloo and other have posted, eliminate the FARC and they will simply be replaced by other perhaps smaller but many rebel groups who want to RAPE the Golden Goose. Colombian's that control the country, the wealthy, the military, the Leftists are all self-interest groups that won't risk anything to eradicate a problem. This is borne out by 52 years of bending over and grabbing their ankles, most are DEVOUT COWARDS who will not and have no intention of fighting back, they would rather PAY than be bothered. I get so disgusted with my wife and her families attitude towards the betterment of THEIR country, not mine. Their common answer, "well, that's just the way it is and always has been". After the FARC is disbanded (it will never be) most of them will join smaller groups and then is when the Govt., IF it had any CAJONES it would go in and destroy the smaller groups until they no longer exist, this has been the pattern of success in all other Rebel lead countries in The Far East, South America, Central America or even the Rebel factions in early USA and Canada, wipe them out. As Juan Camilo Restrepo stated as Minister of the Interior, "You cannot negotiate with a Rattlesnake, kill it or it will kill you".

The Latin male thinks with their emotions as women do-- the reason why they are pacifist thinkers in their everyday life and politics--the Canadians and Australians are close behind
The American and Brit males are soon to follow--- with the current gender neutral progressive education systems--
