Envigado extended until 31 January 2017 the restriction of male passengers for the motos that circulate in that municipality. The measure was adopted by Decree 350 of 2016, which takes as an argument the reduction of homicides and thefts. "Given the high index of criminal acts against the life and property of the people, whose implementation is facilitated with the use of motorcycles, the authorities should take measures of this kind of control", explains the document. The prohibition of passagners applies in every jurisdiction of Envigado between 8:00 a.m. and midnight, and only be exempt the police, the Army, intelligence agencies, groups of relief, the Mayor and supervisors of private security companies that are properly identified. To those who fail to comply with the measure, they immobilize the motorbike for 24 hours and are punishable by a fine equivalent to 344 thousand pesos. The Decree also detailed that between 1 January and 6 August in Envigado documented 184 offenses, including three homicides, 106 thefts to people, 18 thefts to trade, eight thefts to residences, 36 thefts of motorcycles and 16 vehicles. Since 2012, Envigado had prohibited the movement of male passengers on motos on the grounds of citizen security, together with the other nine municipalities of the metropolitan area. In Medellin that ban was lifted in August 2015, by order of the Administrative Tribunal of Antioquia who considered that such a restriction does not contribute to the restoration of public order. In Sabaneta a judicial order also blocked a similar ban. IMHO they need to put this back in place for the entire Medellín metro area.

The moto duo sicarios was developed by Griselda Blanco. Really? I didn't know that. Makes me think Karma exists since she got shot in 2012 by two men on a moto.

When taking the flights from Europe, i's really a mix. A lot of middle aged women. I once got seated next to one, and started the talking. She told me she was working as housekeeper in Spain and was coming back to Colombia for the first time in 5 years. I can see a lot of 40 to 60 yrs old groups too. A few obviously single middle aged men, quite a lot of young tourists, like students. And of course, Colombian tourists getting back home. Oh, how strange, it seems there is always some kind of sports, or cultural groups traveling too. I once saw a full class of (probably quite high estrato) high school students! Wow, I never got to make a transatlantic trip with my school! The farther I went with school was London (which would like be going to San Francisco for LA students).

Last RT from FLL to MDE on JetBlue , lots of different types , I would say 50% Colombhianos, 25 % Colombianos living in US and 25% gringos , of various ages.
I have talked with lots of gringos who have visited Colombia as a tourist , all have very positive things to say. Do they go back - don't know, they are the type of travelers that like to explore different countries, many probably move on to explore new countries

Before I decided to move to Medellin from Mexico I popped down here on a month long scouting trip & stayed at an Airbnb. It was an eye opener. The place was full of digital nomads from Europe. I had great chats with them and we went out on the town. They don't overstay their visas though. They move on to the next country with good Wi-Fi.

Back to the OP Stopping 2 males on a moto is just a repeat of the past.This was done years ago so the female shooters stepped up that was the reason for starting up the law where motos driver and passenger had to wear a vest and helmit with the placa #.

they are sooo stupid, why not just keep the law in place instead of 6 months removing it, then see the shooting go up again,only to reinstate is again.

This justifies precluding cutbacks in law enforcement-- It is always about money-- No different than telling your wife she has to spend less--she will find a way to justify spending more
