I don't get it. My uncle lives in an estrato 6 neighborhood in Bogotá. This gates neighborhood has dog shit all over the place. I live in Cedritos just a mile away in estrato 4 and even though there's the occasional turd (not Trump, actual dog crap) it's nothing like in my uncle's gated neighborhood.

Here in my subdivision in Rionegro there are signs posted everwhere for people to pick up their dogs crap. They even have dispensers in several areas with plastic bags to use. Still, people allow their dogs to shit without picking it up.

In my estrato 5 neighborhood in Medellin I don't see any awful turds (not Hillary, actual doggy doo) so its important to keep in mind that conditions aren't the same everywhere.

It's always the pricks that think their dog should be off the leash, they sit on the benches and stare at their phones whilst their dog is crapping all over the park, then walk off with the dog following behind as if it's had the good sense to clean up after itself.
I have a rottweiler and it's always on the leash and always wears a muzzle, that is until these pricks with their unleashed dogs let theirs come anywhere near mine, then the muzzle is off and I watch as the pricks come running before mine tears their dog a new arsehole. They seriously think I should keep mine muzzled whilst theirs is out of control - not a chance, big or small if your dog is off the leash it's shitting anywhere it likes, and is a danger to people and restrained dogs alike.

When we were looking to buy a dog I wanted a real dog, I almost bought a Lab before my wife cut me off. Long story short my wife won and I ended up with a 5 pound Yorkie. He actually has been a great little dog and I often recognize my wife's wisdom when I have to pick up his little rabbit like pellet poop. Where I live most people pick up after their dogs and dog areas are all monitored by cameras, if caught on tape not picking up after their dog they are fined by the homeowners group.

I laugh at it is the Rich peoples fault..... 1) Rich people dont walk their dogs usally the maid does. 2)How many street dogs are around since most Colombians just turn their dogs outside loose when they are hungary they come home.Rich people treat their dogs like kids. 3)Colombians overall will throw litter every where even with a garbage can rite next to them why would they pick up dog poop? Dogs are a overall Colombian problem

Still, if the maid is letting the dog poop freely, there will often be a neighbor to tell her how wrong it is, or even report her to the dog owner or a nearby policeman. If the owner "forgets" to do it, nobody will tell him/her. Street dogs are in low estrato neighborhoods usually. I haven't seen street dogs in estratos 5 or 6. I do agree about your definition of street dogs! I know an estrato 2 family, they have a dog. The dog is never getting in the house, he's in the street. So he's just staying in front of the house door most of the time, or goes wander to meet one of his numerous novias, and may even open garbage bags if he feels hungry and the family forgot to give him the leftovers. So yes, he's basically a street dog, even his owners acknowledge that and say he's a "perro callejero". He doesn't even have a proper name. They call him ND. This dog is so faithful to his owners though, that's amazing. And yes I also agree that it's a deeper/more general problem of community conscience.

Nobody in the lower estratos would even dream off having their dog or cat spayed or castrated, it's way to expensive. One of the dark sides living in a Third World country. Dog catchers are also unheard off. In higher estratos people pay more taxes and there is more money available to take care off strays. What gets me are dogs that are kept inside the terrace and are barking for hours at other dogs who pass by in the street and the owners are oblivious to it.

Well what is the distance a dog will be willing wander from his "home"? Usually not so big of a distance Maybe a mile. And estrato 6 neighborhood rarely joins with estrato 2. There's usually some "safety" distance between low and high estratos.

I would never live in one of these enclosed tower communities, where there might be two or three towers facing each other around a small central public area. All it takes is one small yapping dog to annoy most everyone, and for whatever reason does not seem to bother the dogs owner.

But yeah when the dogs start barking the other ones follow and it gets to be nuts. I live on the last floor of an 11 story building, no other towers. I hardly ever hear anything from the neighbors; so much so that when I do it's a surprise. I'm afraid to move because I have it so good

I have a dog walker, she's actually a vet and for some reason walks dogs in her spare time - maybe business isn't good? Anyway, she's just brought my dogs back home and has sent me pictures of 11 dogs she encountered off the lead whilst she was walking mine - that's in two hours - every one of them will have shit somewhere in the compound without the owners picking it up. I asked her to do this after last nights encounter with a ridgeback off the lead - the night before was a german shepherd. I shouted abuse at the owner of the ridgeback who was wandering with the dogs lead around his neck whilst it terrorised any other dog it came across. He called me ignorant and a few other choice words when I ripped my dogs muzzle off to allow him to defend himself - not that he needs any encouragement.
They really are the most ignorant irresponsible people I've ever met and genuinely think they have the only dog in the world that isn't a problem, it's always the other owners fault and frankly a lot of them go through life just shrugging their shoulders and thinking they'll just get another dog if anything happens to the one they have - pretty much their view on most things rather than deal with a problem or act with some responsibility.
This is in the North of Bogotá, I dread to think what it's like in the poorer areas.
