It seems to me to be a good idea. If I were a newbie who was considering retiring here, knowing there is a handy location staffed with English speakers that have experience in dealing with ex-pat issues would be a big confidence booster, so it supports their real estate business as well. I think they are targeting small investors with the office space.
I don't think business travelers and large investors have much need of this service. If you are a business traveler coming for a short stay, thee aren't a lot of services needed and those from larger companies have support systems to handle the rare occasions when issues come up. Large investors have local staff to handle anything they may need.

If traveling for a multi-national on business - probably have your own resources, however people working for smaller companies or for themselves may need help - although some hotels in Medellin have English speakers - many don't - which surprises me a bit, where we stay in Poblado at the Affinity which is attached to the Novelty - between the 2 hotels you would be lucky to find one employee who speaks decent English.
I will be back in Medellin end of July - I will check the place out, curious if their English speakers are really fluent.
I would guess it would work well for gringos/others traveling to Medellin looking to buy property - investment or personal use - if they were smart they would locate a couple of English speaking lawyers on site also.

This Global Express Business Center (GEBC) from First American Realty Medellín (FARM) was originally planned to open in October/November last year. So it's opening about nine months later than originally planned. The following from FARM last year includes a map location: See: www.firstamericanrealtymedellin.com/global-express-business-center-coming-medellin-2015/Not surprising that it's opening later than planned. Many real estate development projects in Colombia are completed later than planned. FARM has several expats working at the company and FARM is the anchor tenant that is renting 46% of this new GEBC so there will be several native English speakers working there. This center likely would have helped me when I first moved to Medellín if it would have been around 6 years ago. There were many things I had to figure out myself...
