A relative is approaching 18 and scared that he is going to be taken into the army. Apparently having a place at uni is no longer a guarantee that you won't be carted off and neither is paying the bribes that used to suffice - big scandal recently apparently.
Does anyone have any idea on what the situation is now?

I cant tell you what the rules are. But can tell you the situation of a friend of mine.
She is a single mother,with a son of 18. Because she is a single mother, with only one son, she can have him deferred from service.But she has to get a certificate of "Libreta" from the ejorcito.
In order to get this , she has to pay a fee of 650.000 Cop. The fee can be deferred if she can prove poverty, but it is very difficult. My friend is a lawyer, and although she has not been employed for several months, they still make her pay the 650,000 or no Libreta, and they will forcibly conscript her son.
The son also plans to enrol in SENA, but a catch 22 situation is SENA requires the student to have the certificate of Libreta before he can register.
Don´t know if it is the same with private universities, but anyway, looks like a person will have to pay one way or another.
Don´t know if this is relevant to your case or not. I suggest someone from the family go down to the local battalion and ask the rules in this particular case. Probably better to go anonymously.

I don't think the rules apply anymore, apparently when he went to the recruitment day or whatever it's called, some of his friends fresh out of school had already secured places in universities but were taken anyway, they had their heads shaved as soon as they were declared fit for service by the army doctor, their places in university weren't considered.
Like Elex said, the certificate of libreta is the only way to have the term deferred and the army make it very difficult to get this, they are reluctant to even state the rules as their opinion is that the boys should all do their service, it's not just a case of paying the fee, there has to be a good reason, poverty seems to be the only consideration where the father can't work or has left the home or whatever.
It used to be the case that if you had money then you could just pay up, but apparently that's not now the case, Santos sent his son to the army so I suppose things have changed. I'm now getting frantic phone calls from the family who, like typical Colombians, left everything until the army said "bring him back for service when he's 18 (mid-Jan)" before they even started to address the issue.
Shouldn't be surprised I supposed, the whole country takes a shit before checking whether they have toilet paper.

A much better record than Colombia -- one of several reasons the country is 3rd world Colombians run the opposite way rather than support their own country

I would have thought that with 'peace in our time' ..........conscription shouldn't be needed?
If everything goes to plan, there will soon be a couple of thousand extra soldiers looking for a job. All the government needs to do is swap their rubber boots for some real army boots.
